Presentan Estrategia para Contención de Crisis en Sector Turístico

Global Press Mx / El Secretario de Turismo, Miguel Torruco Marqués, encabezó una video conferencia en la que participaron secretarios de Turismo estatales y los dirigentes del CNET, Concanaco-Servytur y de cámaras, asociaciones y empresas turísticas, para establecer la estrategia digital que se implementará para contener la crisis del COVID-19 en el sector a nivel nacional.

Expuso que ante la pandemia mundial cuyos daños económicos serán incalculables, y en la que la industria del turismo está siendo una de las más vulnerables, para salir adelante se requiere unidad y trabajar de la mano, “como lo hemos demostrado los mexicanos en los momentos difíciles que se nos han presentado”.

Enseguida precisó que la Sectur a través de la plataforma VisitMexico y en conjunto con el Comité de Crisis del Consejo de la Diplomacia Turística -conformado junto con la SRE-, la Unión de Secretarios de Turismo de México (Asetur), Concanaco-Servytur y el Consejo Nacional Empresarial Turístico (CNET), diseñaron una estrategia digital para el sector turístico del país, para llevarse a cabo durante esta contingencia sanitaria.

Tras hacer énfasis en que a nivel mundial 58 por ciento de las compras actualmente se llevan a cabo a través de las redes sociales, explicó que previamente se conformó un equipo de expertos mexicanos en distintas áreas, alineados con expertos internacionales, para realizar un profundo diagnóstico de la situación y, con base en ello, diseñar esta estrategia, contando con el apoyo de Apco Worldwide Services para el desarrollo y monitoreo de mensajes.

Torruco Marqués recordó que en México ya hemos vivido, sufrido y sobrevivido a desastres naturales y epidemias, como la de la influenza AH1N1 que en 2009 impactó principalmente a nuestro país y de la cual tardamos 32 meses en recuperarnos en cuanto al mercado internacional.

“En estos tiempos de crisis sanitaria, es de suma importancia que como país mandemos un mensaje de unidad y empatía al mundo, y desde hoy nos enfoquemos en estar listos para cuando la fase de recuperación inicie”, aseguró. 

Por tal motivo –añadió-, se diseñaron tres fases de comunicación de esta estrategia digital, cada una con su propio mensaje: Inmediata, Intermedia y de Recuperación. La fase Inmediata conlleva el mensaje: “Nos vemos pronto”, y tiene como objetivo ayudar a la contención de crisis y sutilmente continuar con el posicionamiento de México, al decir que nos reencontraremos para enamorar a nuestros visitantes.

La Intermedia, de empatía, tiene el lema: “El viaje está dentro de nosotros”, y al respecto comentó que la etapa de crisis sanitaria varía en cada nación, por lo que hay un desfase respecto a cómo se está viviendo la contingencia en nuestro país y en los mercados estratégicos o prioritarios para el turismo.

Sin embargo, acotó, permite que en algunos de los mercados estratégicos ya podamos generar un acompañamiento con respeto, ética y calidez, sin tratar de aprovechar la situación para generar ventas en este momento.

La fase de Recuperación, con el lema: “México te necesita” se basa en que después de un proceso de distanciamiento y aislamiento, distintas audiencias buscarán una salida, por lo que México debe estar preparado para ese momento con la mejor estrategia “Hard sell y call to actión” (“Venta dura y llamado a la acción”), para atraer a nuestros mercados estratégicos, los cuales serán férreamente competidos por otros destinos.

Contempla adecuar los mensajes generales de cada fase a 16 mercados estratégicos: Estados Unidos, Canadá, Reino Unido, Italia, Francia, Alemania, España, Colombia, Brasil, Argentina, Perú, Chile, Australia, China, Japón y Corea del Sur; así como a ocho audiencias estratégicas: jóvenes, familias, parejas, negocios, mercado de lujo, LGBT, inclusivo y Baby Boomers.

A nivel nacional los mensajes se enfocarán en el mercado doméstico y en los miembros de la industria turística. “En esta campaña será clave la participación de los estados y municipios, y tendremos que estar muy pendientes de la situación nacional para transmitir los mensajes adecuados en estos momentos de crisis para el país y las empresas”, puntualizó.  

La estrategia considera contenidos que serán distribuidos mediante una ambiciosa estrategia digital basada en Big DataSocial Listening y precisión de mercados, a través de un software de primera generación, en donde se buscará que cada contenido llegue a la persona adecuada y así no dispersas esfuerzos.

 “Esperamos tener más de 600 millones de impresiones estratégicas, aprovechando la disposición de la iniciativa privada que se ha sumado para lograr un impacto orgánico que no tendrá precedentes en México”, sostuvo el titular de Sectur.

Agiliza Sader en Fronteras Importación de Alimentos

Global Press Mx / El Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria (Senasica) a través del Centro de Documentación y Dictaminación (CDD), opera vía remota el dictamen documental de trámites de importación de productos de consumo para garantizar el abasto nacional y desalentar actos de corrupción.

Como parte de las medidas que implementa el Gobierno de México para garantizar el abasto de alimentos, la Secretaría de Agricultura y Desarrollo Rural (Sader) lleva a cabo acciones apoyadas en tecnología para agilizar el despacho de productos agroalimentarios que ingresan al país.​

Realiza, vía remota, la revisión documental del 60 por ciento del total de solicitudes de importación de alimentos ​que ingresan por seis de las Oficinas de Inspección y Sanidad Agropecuaria (OISA) con mayor movimiento.

El CDD recibe y dictamina a través de la Ventanilla Digital Mexicana de Comercio Exterior (conocida como la Ventanilla Única – VU), los trámites de importación, con el fin de agilizar la entrada de los productos alimenticios que demanda el mercado nacional, con dos ventajas fundamentales: se desalientan actos de corrupción al eliminar el contacto con el usuario y se agiliza el flujo de mercancías reguladas por Agricultura, tales como materias primas y productos de consumo directo.

De esta manera, los cargamentos comerciales llegan a la aduana con la documentación revisada y aprobada vía remota, por lo que su ingreso al país ya solo depende de la inspección física que deben realizar los oficiales del Senasica  para constatar que las mercancías vienen libres de plagas o enfermedades que pudieran poner en riesgo la producción de alimentos en México, lo cual realizan con apego absoluto a las medidas sanitarias recomendadas por la Secretaría de Salud, orientadas a disminuir el riesgo de contagio del COVID-19.

En las aduanas de Ciudad Juárez, Chihuahua, y el puerto de Veracruz, Veracruz, el trabajo a distancia se realiza en 100 por ciento de los embarques, y en lo que se refiere a la de Colombia, Nuevo León, el 96 por ciento de los cargamentos llegan con documentación aprobada.

Por la oficina aduanal de Nuevo Laredo, Tamaulipas –que concentra el 30 por ciento de la actividad de comercio exterior en México— ingresan en esta condición el 88 por ciento de los productos agroalimentarios de importación.

También, en la aduana del Aeropuerto Internacional de Ciudad de México se aplica la revisión vía remota en 75 por ciento de los embarques y, en Reynosa, Tamaulipas, alcanza el 65 por ciento. Además dicho procedimiento resulta particularmente útil ante la emergencia sanitaria que se vive en el mundo por COVID-19, ya que contribuye a proteger la salud de los oficiales sanitarios y los usuarios.

Con este mismo propósito, en lo que toca a las labores en aeropuertos, el organismo de Agricultura asigna a los oficiales con base en la comunicación directa que mantiene con aerolíneas, grupos aeroportuarios y demás involucrados en la programación y logística, lo que permite conocer con anticipación el arribo de aeronaves y calcular al personal necesario para la adecuada protección del país.

Análisis Empresarial Critica Plan de Reactivación Económica del Gobierno Federal

Global Press mx / Este 5 de abril el presidente López Obrador presentó su estrategia para hacer frente a los impactos económicos de la pandemia de COVID-19 en México. El plan de reactivación económica que escuchamos es decepcionante. Las propuestas presentadas serán insuficientes para recuperar el dinamismo económico, proteger los ingresos de las familias y los puestos de trabajo, establecen integrantes del sector empresarial.

En un comunicado señalan que necesitaban un mensaje de solidaridad del Estado con las familias, las trabajadoras y los pequeños negocios. “Sin embargo, escuchamos a un Estado más preocupado por mantener una inflexible política de austeridad, proyectos de infraestructura que no abonarán al rescate económico ni a la recuperación de mediano plazo, y una mal entendida responsabilidad fiscal”.

Ante el reto económico global más grande de las últimas décadas lo que observamos es un gobierno pequeño. La crisis mundial es de magnitudes extraordinarias, y se necesita una respuesta integral también extraordinaria. No obstante, hasta hoy las propuestas ofrecidas son insuficientes. El presidente López Obrador desperdició una oportunidad histórica para transitar de un plan de responsabilidad fiscal inflexible a uno de responsabilidad social urgente, de la austeridad a la solidaridad.

Consideran que lo que se debería de hacer es aportar un ingreso básico solidario para trabajadores informales y transferencias directas a todos los padrones de programas sociales federales y estatales, es la alternativa más útil para hacer frente a la reducción salarial es la inyección directa a las nóminas de las empresas.

Otorgar a los trabajadores transferencias para consumir. Además de atender la vulnerabilidad de los trabajadores de menores ingresos se necesita apoyar a las pymes que les ofrecen empleo. Apoyar a los negocios es también ayudar a las personas que viven de un salario. Estas empresas que representan la mayoría de los negocios en México necesitan estímulos fiscales, impuestos diferidos y reducción de la carga tributaria. Para hacer frente a la falta de entrada de dinero durante la contingencia. No hablamos de condonaciones o rescates de grandes empresas, hablamos de apoyo al pequeño comercio y a las pymes industriales locales.

En relación a proyectos de inversión de largo plazo, consideran necesario contratar deuda y utilizar la línea de crédito que otorga el FMI por 60 mil millones de dólares. Porque agregan que sin deuda el plan de reactivación económica es tan pequeño que no detonará crecimiento.

“La deuda en tiempos de crisis pone recursos para soportar los ingresos, empleos y al sector productivo. Es momento de que el Estado use su acceso al sector financiero para ponerlo al servicio de la población. Si las familias mexicanas tuviera una tarjeta de crédito la usarían, pero muchas no tienen acceso. México tiene oportunidad de incrementarla sin poner en riesgo la estabilidad macroeconómica. ¿Cuánta deuda se debe contratar? Toda la necesaria, una regla de dedo puede ser incrementarla en lo que se espera que se contraiga la economía. Un incremento de entre 3 y 6 puntos porcentuales es lo mínimo que necesitamos para rescatar la economía. Perú destinará 12% del PIB a apoyos económicos. Además de utilizar los fondos de Fondo de Estabilización de los Ingresos Presupuestarios y los fideicomisos se necesita usar.

En conclusión, señalan que el plan de reactivación económica presentado por el presidente López Obrador es insuficiente porque las familias mexicanas y los pequeños empresarios necesitan más y merecen más.

“En pocas palabras la propuesta del Gobierno Federal es continuar haciendo lo que ya tenía planeado. Ante la crisis económica más seria de las últimas décadas la decisión del Estado es no implementar medidas extraordinarias. Sin una profundización excepcional de los esfuerzos de política social y tributaria en apoyo de los trabajadores y los pequeños negocios será imposible una recuperación económica de la crisis que viene. Necesitamos un verdadero plan de rescate, no un informe de actividades.

Lastly, if you have plugin tests, integrate with Travis CI so that you can automatically test pull requests before merging. To help you get started, a handful of tools are out there, such as GitHub → WordPress.org deployment scripts and GitHub wiki → WordPress readme converters.”

Eric Mann points out that if you’ve built your project in isolation, then you’re likely missing out on different approaches. Sharing your code with people gives them the opportunity to point out how it can be improved.
