Global Press Mx / La regulación de la inteligencia artificial debe incluir tres ejes fundamentales: la ética en el desarrollo y uso de la inteligencia artificial, los derechos humanos e innovación en esta materia, afirmó la senadora Alejandra Lagunes Soto Ruíz.
La legisladora del PVEM presentó las conclusiones de las seis mesas de trabajo, que organizó junto a la Alianza Nacional de Inteligencia Artificial para analizar los temas que debe contener la nueva legislación.
Explicó que en el eje de la ética, es indispensable abordar la responsabilidad en el desarrollo, uso y aplicación de esta tecnología, así como la integridad de los datos y la transparencia algorítmica, para que estos factores se consideren de forma equitativa y no discriminatoria, con supervisión humana.
Sobre las disposiciones relativas a derechos humanos, Alejandra Lagunes propuso promover la diversidad, la igualdad e inclusión para que todas las personas tengan acceso a esta herramienta, a fin de proteger la dignidad, privacidad, los datos personales y generar confianza digital.
En este mismo rubro, consideró necesario fomentar la participación de mujeres en el estudio de la inteligencia artificial y carreras relacionadas con ciencia, tecnología, ingeniería y matemáticas.
Además de garantizar la capacitación de los profesores, adaptar el modelo educativo al desarrollo tecnológico e impulsar políticas públicas para la preservación de lenguas y culturas indígenas en la aplicación de la inteligencia artificial, incorporar conceptos como los neuroderechos; y asegurar que su desarrollo sea sostenible y sustentable.
En el tema de innovación, la legisladora dijo que no sólo es necesario el presupuesto para desarrollar esta tecnología, sino darle prioridad al más alto nivel; integrar a la inteligencia artificial al Plan Nacional de Desarrollo y a la Estrategia Digital Nacional.
De igual forma, agregó que se requiere una política de Estado que impulse su aplicación en el sector público, a fin de mejorar el diseño de servicios digitales.
José Luis Ponce López, director de Tecnologías de la Información y Comunicación de la Asociación Nacional de Universidades e Instituciones de Educación Superior, consideró que se debe plantear un marco normativo robusto, que sirva como base para el desarrollo de la inteligencia artificial, con un sistema educativo que aborde temas como la seguridad y el medio ambiente o la privacidad de los datos.
En sus conclusiones sobre políticas públicas y derechos, Luis Ricardo Sánchez Hernández, director de Normatividad y Consulta del INAI, sostuvo que el marco normativo en materia de protección de datos se debe de adaptar a este contexto y para ello es indispensable reformar la Ley de Protección de Datos Personales en Posesión de los Particulares.

Como parte de las medidas que implementa el Gobierno de México para garantizar el abasto de alimentos, la Secretaría de Agricultura y Desarrollo Rural (Sader) lleva a cabo acciones apoyadas en tecnología para agilizar el despacho de productos agroalimentarios que ingresan al país.
Realiza, vía remota, la revisión documental del 60 por ciento del total de solicitudes de importación de alimentos que ingresan por seis de las Oficinas de Inspección y Sanidad Agropecuaria (OISA) con mayor movimiento.
El CDD recibe y dictamina a través de la Ventanilla Digital Mexicana de Comercio Exterior (conocida como la Ventanilla Única – VU), los trámites de importación, con el fin de agilizar la entrada de los productos alimenticios que demanda el mercado nacional, con dos ventajas fundamentales: se desalientan actos de corrupción al eliminar el contacto con el usuario y se agiliza el flujo de mercancías reguladas por Agricultura, tales como materias primas y productos de consumo directo.
De esta manera, los cargamentos comerciales llegan a la aduana con la documentación revisada y aprobada vía remota, por lo que su ingreso al país ya solo depende de la inspección física que deben realizar los oficiales del Senasica para constatar que las mercancías vienen libres de plagas o enfermedades que pudieran poner en riesgo la producción de alimentos en México, lo cual realizan con apego absoluto a las medidas sanitarias recomendadas por la Secretaría de Salud, orientadas a disminuir el riesgo de contagio del COVID-19.
En las aduanas de Ciudad Juárez, Chihuahua, y el puerto de Veracruz, Veracruz, el trabajo a distancia se realiza en 100 por ciento de los embarques, y en lo que se refiere a la de Colombia, Nuevo León, el 96 por ciento de los cargamentos llegan con documentación aprobada.
Por la oficina aduanal de Nuevo Laredo, Tamaulipas –que concentra el 30 por ciento de la actividad de comercio exterior en México— ingresan en esta condición el 88 por ciento de los productos agroalimentarios de importación.
También, en la aduana del Aeropuerto Internacional de Ciudad de México se aplica la revisión vía remota en 75 por ciento de los embarques y, en Reynosa, Tamaulipas, alcanza el 65 por ciento. Además dicho procedimiento resulta particularmente útil ante la emergencia sanitaria que se vive en el mundo por COVID-19, ya que contribuye a proteger la salud de los oficiales sanitarios y los usuarios.
Con este mismo propósito, en lo que toca a las labores en aeropuertos, el organismo de Agricultura asigna a los oficiales con base en la comunicación directa que mantiene con aerolíneas, grupos aeroportuarios y demás involucrados en la programación y logística, lo que permite conocer con anticipación el arribo de aeronaves y calcular al personal necesario para la adecuada protección del país.
